Who makes it to the AA finals?

I know it is top 2 per country - but every country? Or just the top countries? Also, can anyone else make it? Do they take top 20 or so? Not sure exactly how it works.

They take the top 24 gymnasts, maximum 2 per country and the rules apply for every country.

If more than 2 gymnasts from a country qualify, they "cross off" whoever was third or fourth, and add whoever was 25th and 26th.
