I am quite sure that the roster size cap of 20 athletes will effect recruiting. Although technically D1 rosters are not limited to 20 athletes this year, I find most D1 teams don't have much more than that anyway. I think with D3 schools not having to follow these new rules, many potential walk on D1 athletes will have to shift down to D2 or D3. (I am not sure if D2 has to follow the same D1 rules at this point.) D3 is getting much more competitive. This year two teams scored over 194 at their championships with La Crosse getting a 194.925 to win and Whitewater getting 194.025. Those are similar scores to lower level D1 teams. I am also seeing higher caliber gymnasts commit to the high level D3 teams. My daughter is on a lower level D3 team trying to help build back the program and so I have been trying to keep up with what is going on in the D3 world. The overall effect of these rule changes for gymnasts is the it just keeps getting harder to make it to college level gymnastics even for D3 athletes.
