In the United States, you cannot test international elite until the year that you turn 11. In the past ten years, the youngest two have been Bailie Key and Randi Lau. They both successfully tested elite the year that they turned 11. I believe they were both 10, however, when they earned their score but not necessarily still 10 when they competed at Classic.
