I would have done what you had done. I think it was not only appropriate, but smart to use a less important competition to challenge her in that way. You can do a skill a million times in the gym and flub in competition. Having competitive experience with a skill she will need to advance is a plus. Since she could do it safely why not ?
 
I also think you did the right thing.

To add to the regions discussion (I am also in the uk) in our region, we do not have level 5 (apart from the regional alternative to grade 14, pre level 4 in age). The voluntary comps go Pre-novice, novice, level 4... We also have no compulsory moving up score.

Is she level 5 in age? At that age any fall is very hard on the gymnast (and parent) but it is important that she gets used competing and controlling nerves with new skills.
