A lot of these are the same arguments used by the Catholic Church when their sexual abuse scandals were in the news - "nothing we can do, law enforcement issue, no one went to the police, we're a lowly non-profit".
Maybe the real issue is that groups w/ limited resources and no authority to take action should not be governing national organizations where adults have influence and power over children. I am shocked to find out that the USAG can't and won't do anything about persons who are reported to them to be molesters unless there is criminal conviction. They couldn't just put something in the wording of the coaches membership that says "if someone reports you for abuse, your membership will be put on hold pending an investigation, and we also have to right to tell those who make inquiries as to your status that you are under investiagation" - and then every year when the person renews they have to re-sign it? Make people like Nassar who work w/ athletes sign the same thing in order to go into a member club.
