Coaches Can there be a split start value? (USAG, Xcel)

Say if one judge gives you a 9.5 SV, and another judge gives you a 10.0 SV, would you SV become a 9.75 SV, or would the judges have to come to an agreement?

I believe the head judge gets the final say

You would just have two start values... then if then score was not in range they would have to conference.
