Women Confused about the "new" levels

I'm really confused about how the new levels are going to work. Do all the levels just move down so a level 10 gymnast now would be considered a level nine? Can someone explain this to me? Thanks

Levels 2 thru 6 all just moved down one. Level 6 is a new level that did not exist before. Levels 7 and up did not change that much. You are just allowed to do a few different skills now.
