Parents Current Level 2

Next year, when the current Level 2 skills move down to the level 1 routines, will level 1 be a competitive level? Here in TX, I mainly have seen competition start at Level 2.

I'm in Texas, too. My daughter competed Level 3 in the fall, and there were some Level 2 girls at a couple of our meets, so I am assuming gyms will be able to compete that same level once it becomes Level 1. However, our gym does not have a Level 2 team, so I think a lot of gyms just don't start them competing at that level.
