They can't alther the birthdates because those are not JUST for Regionals at Levels 9 and 10. Easterns/Westerns and Nationals is where those age cut offs are set ... so all regions have the same age group as "JrA" so competing at JrA, you aren't competing against girls who, in your region would have been JrC - it also helps when another region has to fill a position for another region.
But honestly, those age groups from regionals through nationals really aren't necessary. The age groups can be drawn regionally for regionals and then again nationally for nationals. There is a 3 week break between the two events. More than enough time. Each region could have a super team of 8 each for jr and sr (heck, even make a child group) and then the rest of the spots are divided up based on percentages of girls making 35s at state meet. This is how many regions figure out their xcel, 6/7/8 regionals, though they use scores from regular season. If there is a concern about certain regions not being represented enough due to low number, there can be a minimal number that each region is allowed to send.

Not that I think this would ever happen, but it is possible.
 
34 vacant spots in Region 2. The total population of Alaska, Hawaii Idaho Montana Oregon and Washington is probably less than Texas alone. This is nuts.
This is why I like how the boys do it. Each region gets to send the same percentage. Lower populated regions would thus send less people than higher populated regions. The boys don't have so many age groups either though.

That would be an easy and pretty good solution. Put Northern California in region 2!
Not going to happen, but I feel like Utah could be a promising addition to Region 2 as well. It's a smaller state but almost always has a solid number of very competitive level 10s within Region 1 as well as several powerhouse gyms and could bring a boost in numbers to Region 2 without splitting a state.

Yeah but it’s not proportional to the populations in those regions like a percentage would be.
 
yes, but I think the question many are asking is who cares if JrD has to compete against JrE etc. in many of the age groups, it's a matter of a few month difference... in the elite rank, you have just Juniors and Seniors - no one cares to divide these groups into such tiny subdivisions.

But with the girls it is not proportionate to the differences in population.

For example the Sr level 10 boy (17-19yo), In total they are taking 253 boys. They took what percentage that is of the total boys in the country at that age/level and applied that per region. So the numbers by region: 1-37, 2-10, 3-39, 4-19, 5-42, 6-15, 7-40, 8-36, 9-15. A pretty wide variance per region.
