What does this mean
 
It means those are the new qualification scores for States. Which are now higher then previously.
 
It also looks like by February, the level you compete in must stay, unless you move up, you can't compete in a lower level after that.
 
Move up scores are not the same as scores to qualify to States.

The only move up score that is higher is L4 to L5.

But as far as qualifying to States. Its also a financial thing. They will happily take your entry fee to compete. No guarantee how the gymmie will do. But the gymmie made States.

Ditto! Our state still uses sectionals as a qualifier - girls have to get a 34.5 AT sectionals to qualify to state in level 4!
 
So this means that xcel won't have to qualify to states via a separate meet, correct? Just get the qualifying score? (Last year, xcel silver and gold in MA had a "district cup" meet to qualify for states- it was stressful for the girls because anything can happen in a given meet)

The posted qualification scores are for New York State, not all of Region 6.

The score to qualify to states is set by each state.
The score to qualify to regions is set by each region.
The mobility score to move to the next level is set by USAG and is the same everywhere.
Most states and regions set their qualifying scores based on what will work for them to get the right #s at states- not enough competitors and you can't get gyms to host it because they won't make money- too many competitors and you can't fit them into the weekend.
 
And then you have the individual gyms rules as to what is needed to move up over and above the minimum USAG requirement.
