We don't usually work with the xcel code here, so I just know FIG code of points.
To my knowledge it's this:
- The mat is irrelevant to the deduction. The deduction is decided by the amount of steps you took and the size of the steps.
- Based on a document I found online that I think is the excel Code of Points (

However... You where I'm from can also be getting deductions for the height and distance of your flyaway. Not landing on the mat may be due to you not getting enough distance. As a result you might get a deduction for that. Though when I look at the excel code of points, I can only find a deduction for lack of height and for lack of extension before landing (which can be due to a lack of airtime).
Still, it's good to keep an eye on the mat placement if you can. Landing on the edge can lead to steps cause the edge is wobbly, and it may get the judges thinking that there wasn't enough power in your dismount (whether that was true or not). The rules are quite clear and objective, but our perception is still influenced by such things.
As for out of bounds, as far as I know there is no "out of bounds" deduction on bars or beam. There might be deductions for not using the correct landing/safety mats, but that's more about prepping correctly and landing on the correct side of the apparatus, as far as I know. Like don't put a mat on the left end of the beam and dismount on the right end.
