My level 10, junior elite hopeful, is very strong and has high difficulty but is a bit sloppy. Does that make it very difficult to make it to elite? Can artistry at the age of 13 be improved?

If she and her coaches make artistry a training priority, then of course she can improve.
 
Artistry and sloppy form are two different things, though there is a little crossover.
You can have great form and lack artistry and vise versa.

Has the gym got a ballet/dance program?

Her form is actually good, but artistry a bit sloppy and its hard for her to hold her points in her beam and floor routines. She isn't very ballet inclined. They have ballet once a week but I don't think its enough
 
Artistry doesn't need to be ballet-style-like, there are some parts of it, like posture/feet, but many others are totally independent from it: variety of movements, complexity of choreography, expression,... if she finds a style she is comfortable and focus on doing what the code asks she can improve her artistry a lot, even if she doesn't have a ballet-like line.
