Parents Wants to quit, no coaching

I really need honest opinions, suggestions ,and advice- my daughter, 14 yrs very talented, was supposed to compete L9 last year but had an injury that took 3 months to heal than got reinjured so season was over, we switched gyms since they had no L9 there and these injuries could have been avoided but careless coaching with equipment placement - started new gym with robust and eagerness however, no L9’s there either so being with L6-8 had no space for learning release or doing layout with vault but floor and beam she was doing some L9, than that stopped- she wanted to quit bc she was frustrated, so I switched her to IGC for less hours and days- this started strong, platinum was the level which has L9&L10, but higher level coach missing days or giving privates during class time so no one to coach L9 skills to her, or would spend 2 hours on one event and miss the others- basically she lost most her L9 skills and is more frustrated than ever and wants to quit. Advice, suggestions please
