for bars in Xcel Diamond would a clear hip on low bar and a flyaway half count as ur 2 B skills or does your dismount not get credit towards the B value skill.

So pretty much what I’m asking is if one of your B skills in a diamond bar routine can be a dismount or if they have to be a circling skill like a clear hip or giant

The requirements are:
1. Skill finishing in a clear support at a min. of 45° from vertical (not mount or dismount)
2. Minimum “B” 360° Circling Skill (not in the mount or dismount)
--> 3. Additional Min. “B” skill - A "B" Turn or 2nd 360° Circling Skill
dismount, or Release (none of these in the mount or dismount)
4. Salto or Hecht Dismount – High Bar , or any dismount (minimum “B”) from the high bar

So, your B dismount would count as a B (for the 5 A and 2 B), but if you don't have either a pirroutte, additional B circling skill (same or different), or a "B" release, then you will lose 0.5 off your SV.

Not quite... You'd get both the B requirements, but you need a second B CIRCLING or FLIGHT skill. So something like a HB freehip, a giant, or a hecht, would fill that requirement. There are more options than what I listed, but those tend to be the most common.
