A Mom I know is concerned that her daughter is doing a right cartwheel in the level 2 floor routine, but a left leg kick over. She heard this is a deduction. Do any coaches out there know if this is true? Thanks in advance.
I had to relearn my back walkover and BHS step-out to achieve consistency when I joined team. Some coaches will tolerate this difference and some will be quite frustrated by it. I know there are people who are inconsistent with which leg they use and it works out okay for them but, for long-term convenience sake, I would start working on doing it with the other leg now. There is no rush but you might as well take care of the issue while the child is a beginner.

Without looking at the rules I know certain skills in the level 2 routines can be reversed I believe that is one of them. Honestly many times I think the judges doesn't focus of which leg they use. I would suggest at least working on the other leg as it can cause small problems later on.

Yes... it can be reversed... there is no deduction.
