WAG Diamond vs Platinum Vault

Is a half on-full off vault a 10.0 start value for both platinum and diamond? I saw this on some form of the Code of Points, but I would doubt that they would have the same start value. Many diamonds at my gym are competing that vault, and they are not upgrading to tsuks or anything else’s

I believe it has a 9.9 start value in diamond. Many diamonds compete without a 10.0 start value vault.
