Hi
I have athletes that can do clear hips but always tap the mat before they kip back up ( low bar)

Any suggestions

Also they need to be in a strong hollow position throughout the clear hip or the kip out is much more difficult. For that, spotted clear hips and clear hips to a block are good. And working strong back extension rolls/backward rolls to pushup.

I don't think punishment is the answer to every problem in gymnastics, and my girls especially have a love for rope climbs so they would see that as an award lol

"cheat it," lol … I have seen some gyms compete with the low bar higher so the girls wouldn't tap after the clear hip… of course, the high bar also needs raised in that case.

Of course, I would go with working on form instead of "cheating it."

Agreed don't see what rope will do for this, something like 1/2 leg lifts would be a better solution or even full if they are not strong enough for 1/2 because as it would be strengthening the correct muscles also don't use it as a punishment, add it into their rotations so they see it as part of their bar programme and not for doing it wrong
