Hours & Training: Quality or Quantity? Which is better? Or is it a good mix of Both?

Guess I forgot to mention what dd's gym does for hours. The Compulsories go between 9hrs-13?hrs (the 4s go 9hrs...then hours graduate from there), the Optionals go 17hrs during school year and around 20 in summer. She goes to a small gym with groupings of around 8 kids to ea. coach (different coaches for different apparatus). No standing around waiting.
