Only senior elites can qualify in only 2 or 3 events. If it's a junior or hopes athlete, they are probably just doing for the competition experience.

This ^^^ and sometimes there is a late in the game injury, after tickets have been purchased, and the decision is made to go anyway to get the experience and support teammates.
