How much of a deduction do you get at level 9 competing handstand half kip cast overshoot or handstand half swing overshoot?

I'm not quite sure what you mean. You should not be getting a deduction either way, barring form breaks, etc. A handstand half pirouette directly to an overshoot should get bonus, while a half pirouette kip cast overshoot would not, but you shouldn't be getting a deduction either way...
