Women Scoring out of a JO level?

DD is currently competing in Xcel. Coach mentioned that we will not be competing Xcel next year but we will compete JO Level 3 in the Fall 2014. However, she also said that the girls already have most Level 4 skills as well and she anticipates that our gymnasts will "score out" of Level 3 and we will then start competing Level 4 in the Fall 2014.

I am confused.....I thought you did not have to score out of Level 3 but scoring out of a Level started at Level 4. Is this is state by state basis? We live in NC. Regional basis?

Yes, USAG rules state you do not need to score out a level until L4. Perhaps it is a gym policy?

Yeah, maybe gym policy? Or the coach is confused--you don't score out of levels before level 4 in JO

They don't have to compete or get a particular score in L3 but they have to demonstrate 75% proficiency of the skills and I assume the coach (or a judge) needs to sign off on this. This could be what the coach is talking about.
