WAG What determines division in college gym?

Its obvious with the top d1 schools but I have seen some great d2 gymnasts. Some even better than some d1 gymnasts. So what determines the line? What is better to be a top d2 gymnast or an ok d1 gymnast?
 
School Division is generally determined by the size of the school and the number of athletic scholarships they can offer. There can be other factors, like facilities and resources, depending on the sport in question. Only Div 1 and Div 2 can offer athletic scholarships. Schools can be in different divisions for different sports, and the rules are slightly different for each sport.

Some excellent gymnasts might choose Div 2 schools for reasons other than gymnastics -- maybe because a certain major or program is strong at that particular school. Most of the Div 1 schools are large state schools and not everyone wants to attend one of those.
