You can't go by skills. The skill range is too wide. The requirements are what separates them. For example... bronze beam needs a 1/2 turn on 1 or 2 feet, silver needs a 1/2 turn on 1 foot.

Bronze bars needs 4 skills and a cast that leaves the bar. Silver needs 5 and the cast min is 45 degrees below horizontal.

The biggest difference between bronze and silver is vault. Other than that, there are a few minor requirement difference that make silver a bit harder. But overall you can do very similar routines.

Many gyms, however, have their own requirements. For example, it's not uncommon for a gym to require a roundoff back handspring to move to the silver group, because they teach back handsprings in the bronze group.
