Parents Does remote CCTV require audio in training

Hi, our gym has CCTV and Safe Sport indicates SHOULD BE with audio (pg19) to watch trainings remotely. This is needed to prevent verbal abuse I'm assuming. Can anyone help with more ACCURATE information. I'm in California and gym is stating I'm misinterpreting the audio requirement? NEED INFO ASAP! Thank you kindly.

I also do not think so after reading the Prevention Policies on USAG.
