Women L10 "Up to Competition level"

NCAA has now defined the "not up to competition level" deduction with a flat .10 and specified requirements for bars (not sure about beam or floor). In USAG this seems to be a bit more ambiguous. How do coaches and judges determine this? I would love examples of what needs to be included above and beyond the basic requirements (assuming a 10 start value) to not incur this deduction on floor, beam and bars.
 
example: opening with a double layout on floor and ending in a full.

much of this is determined simply by what the kid can do. if that's all they can do...well...then that's all they can do. :)

Beam deductions

Hi everyone! I’m hoping to get some help understanding my deductions on beam. I’ve been watching my videos back, but I’m having trouble figuring out exactly where the judges are taking the most off. If anyone is willing to take a look and give me some feedback, I’d really appreciate it. I’m especially curious about execution deductions, rhythm/connection issues, and anything in my acro or dance that might be costing me. The judge started me at a 10 for this routine, and I got a 9.1
