L3 beam dismount question

My dd is in AAU level 3. The beam dismount is the cartwheel to side handstand 1/4 turn. I was just wondering if the gymnast does the cartwheel side handstand but doesn't do the 1/4 turn (so comes straight down landing on the same side they are facing instead of the opposite side) is this considered a fall? (hopefully I described that correctly)

If I'm remembering correctly, I think it is a fall. Our coaches tell the girls to get back on and do it again if they don't make the 1/4 turn. If they don't make it the second time, they just salute.
