I’m sorry if this seems ignorant...why does the flic flac step out done twice In series count as two bs with flight if in the code of points it says that any balance beam element may receive value part credit two times provided the element occurs in a different connection?

Both bhs start and end differently. The different connection doesn’t have to be connection to a different skill, just a difference in how they are connected or not connected to another skill.
