But the short answer is a 31.00 at Level 6 qualifies you to be allowed (per USAG) to the next level. However, each gym has its own requirements for moving up.

31.00 AA but that doesn't mean they will move up if the coaches don't think the gymnast is ready. There is more to moving up then a simple score.
