NCAA Copyright question?

I’m switching over to cutting music for NCAA gymnastics from USAG developmental thru elite and wanted to make sure that I understood the copyright rules because I cut music myself. So, I was told that since the floor music was played in the arena on the arena sound instead of running it through the Audio channel all music is covered by the “blanket Policy “ ? Any help would be greatly appreciated!
Also, I have been using some basic cutting and mixing techniques but I need something of a higher level quality to mix my recorded music with my own live playing especially with my drums and keyboard. Any suggestions on a program or app?
