Women How is vault scored?

After watching USAG level 3 & 4 meets for 3 years I am still really confused about vault scoring: is it the average of 1st and 2nd vault or higher one?
Does it change for higher levels? Is USAIGC same?

Yes, you are correct. USAIGC is still the best of the two (except in Plat/Prem of course)
