WAG Xcel Gold bar routine start value help

My daughter completes xcel gold...the last 2 meets she has received a 9.5 start value. Her cast seems above horizontal (slightly pikey- but still above horizontal) . Her tap swings could be a little higher. She does a tap swing half turn (L4) dismount. Is there any way that they are not counting her dismount? Does she have to be a certain height/angle in her tap swing when she turns for it to count? What if she lands under the bar, would it still count? Or are they not counting her tap swings if they are not high enough? My daughter is just confused and frustrated because she doesn't know why her start value is a 9.5. The first meet this year and all but one meet last year her start value was a 10 and all of her skills (casts and taps) are bigger now. What could be causing her to have a 9.5 start value?
 
It is most likely the cast... if she is piked, then they could be looking at a lower angle... same with an arch. Some judges are pickier than others.

Cant tell from that angle... and judges unfortunately don't have stop-motion review :)
Also, if she "bounced" off the bar twice in the routine before that cast, then it would be the third cast and not count.
The dismount is a skill regardless of angles at Gold.
Thanks that was helpful....Her bar coach wasn't at the last 2 meets. She asked the coach who was filling in on bars, and she said that she didn't think it was her cast and maybe it was the dismount. So that's why she thought maybe it was the dismount. So it's good to know that the dismount is a skill regardless of angle. Now she can put that out of her mind and focus on making sure there's no doubt about her cast.
Also, the "bounce" thing makes sense and is something to be aware of.

My OG once lost the SV for cast angle because of a bounce after her kip, but before her front hip... then another after the front hip before her cast to definitely above horizontal, back hip ... and her high bar cast was arched, so it didn't count
