WAG Ankle weights on bars...

Are ankle weights ok on bars for a teen girl? For resistance on kips, casts, etc. Some people say it has to be above the knee weights...but what for bars? You can't use wrist weights. Is that ok? Will it do further damage to my already bad shin splints?
 
My DD (13) has to use them on bars. They used them when learning cast handstands, even. Her knees have been bothering her and I am thinking of making her skip the weights from now on.
 
Weight vest would be ok, but targeted conditioning and attention to technical detail* would be even better.

*This in reference to the percentage of kids who figure their coach is wrong........

*And the percentage of coaches who fail to recognize the above.....
 
I'm interested on learning this as well. Our gym requires ankle weights at 4. My dd is only 7 and I haven't bought her a pair yet. Coach has been asking her to get a pair. They wear weights when, doing swings and leg lifts. Should I consider getting her weights and let her wear them on her waist? Center of her body (i,think I read that somewhere here).
