Anon injury petition to regionals

Hi, I have a question about injury petition to level 9 or 10 regionals. If a gymnast is injured prior to state and can’t run for instance (with doctor’s note) could they compete at the state competition for say bars and beam but then use the injury petition to enter regionals as all around if they have the prestate minimum of 35? Would the two events they compete need to achieve the event specialist score of 9? Something else? Do those scores not matter? Are petitions always approved? are they less likely to be if the child competes an event or two? thanks.
