For mobility, I've seen AA score minimums that must be met but since an event specialist can't meet those, what is the rule for them in terms of moving up to the next level?

they can't unless they achieve an "all-around" mobility score. but some states are addressing this. give me a few hours and i'll check for certain.

See page 15 of the Rules & Policies. Event specialist mobility scores are in the table.
8.5 per event (7 to 8, 8 to 9, and 9 to 10).

If a gymnast achieves mobility as an event specialist, does that mean that they may only compete those events at the new level? In other words, if they decided to begin competing AA again, would they need to go back and achieve the AA mobility scores from the last level where they had achieved them?

There is nothing in the R&P about having to go back to achieve AA mobility scores.
Even with a petition, a gymnast cannot go back more than 1 numerical level anyways... and it wouldn't be fair to anyone having to compete against them.

So, basically, once they move up as an IES, they can decide in the future to go back to AA competition, they just have to be sure their other event or events are up to competition level.
