WAG Xcel to JO

I saw somewhere that if you were in Xcel and wanted to go to JO, you would have to start at level 4. Is this true if you already competed level 4 at an earlier time, or would you not be allowed to start at a higher level?
 
I would imagine if you competed L4 at a sanctioned meet and got high enough score at it that you could go in at L5. But it may have to be within the competition season.

If you scored the Mobility score at NEW Level 4 before going to Xcel, then you can, at any time, go back to JO and compete L4 OR L5. If you did NOT score the mobility score for L4, you would have the option of L3 or L4.
